Some restrict you to applying in your home country, some allow you to apply from another country if you have residency status there, some allow you to apply from another country if you are visiting with the proper visa, some could care less where you apply from. There is no universal rule.

Where to go to get a visa for a long term resident?

Can I work in Malawi on a work permit?
Yes you can do so. However, it depends on your residency status in Malawi. If you’re in Malawi on a work permit, then it will not raise eyebrows. But if you’re in Malawi as a “visitor” that will be a problem and you’re likely to be denied. I got my B1/B2 in Uganda while working as an expatriate employee even though I am from Ghana.
