The organization and structure of the I-129f packet is not nearly as important as the actual content. They usually will not reject an application because it is not in the right order. You should file the FORM I-129F with the filing fee and the necessary documentation as stated in the instructions to the petition. You should not submit a 3 hole binder but instead use a 2 hole punch to perforate the pages at the top. You can forward the package by Express Mail, priority mail, or by FEDEX.
