Maybe there is another visa that would be more suited to you're needs, one that would not put you in jepordy of being refused entry....

Since you have had an extension of your visitor visa granted already. I believe you should apply for your F-1 visa before your I-94 expires. You would have a challenging time obtaining a second extension of your B status.

A tourist visa can be extended for a valid reason, however, you cannot extended many times as you want there is a limit. Usually the maximum you can stay totaling any extension is 1 year. Once again to get approved for an extension is very hard, especially if this is your 2nd extension.
