I'm quite sure it was INA section 214 (b). In the denial statement was written something like they didn't have enough reasons to believe that she's going to return home. Her current husband is employed. She is from Armenia.

She should apply for a shorter stay. She does need to show she can support herself during her stay. She should also show correspondence like birthday cards, etc., from current husband, along with marriage certificate and joint bank accounts, billing accounts, etc.
